How to Choose an AWS Reseller in Taiwan: What to Check Before You Sign

"You need an AWS reseller to get a Taiwan invoice" is no longer entirely true in 2026.

According to AWS, since January 1, 2026, Amazon Web Services Taiwan Limited (AWS Taiwan) has been issuing Government Uniform Invoices to one group of Taiwan accounts, and the remaining accounts will move over later. Invoicing is no longer a reason that only a reseller can solve. The other reasons need to be looked at one by one: payment terms, having someone to ask, and having someone watch the bill.

A reseller is also not something you sign and forget. Whose organization your account sits under, who gets the discounts, and whether you can leave with everything intact all need to be settled before you sign. On October 14, 2026 we went through AWS's billing documentation, its partner program pages and its official partner directory item by item. Every statement about how AWS works in this article carries a source, and where we could not find an answer we say so. Our recommendations are our own view and are marked as such.

💡 Already decided on a reseller and just want quotes to compare? Ask CloudInsight about AWS procurement. For transparency: CloudInsight is not listed in the AWS partner directory. We supply through a channel that holds reseller status. Details are at the end.

What Is an AWS Reseller, and How Is It Different from Buying Direct?

An AWS reseller is an intermediary that pays AWS for your cloud usage, then bills you, issues your invoice and provides support. You are still using the same AWS, with the same Regions, services and console. The only part that changes is how the bill gets paid.

AWS runs this as a formal program. The Solution Provider Program is described as enabling partners to resell and deliver AWS services as part of their own offerings, and allowing them to directly manage customer billing (AWS Solution Provider Program, 2026).

The billing side rests on consolidated billing in AWS Organizations. The documentation is direct about it: every organization has a management account that pays the charges of all the member accounts (AWS Billing documentation, 2026). The reseller pays AWS, then charges you under your contract with it.

Can You Get a Taiwan Uniform Invoice When Buying Direct?

Since 2026, some accounts can, and the scope is widening. Everything below comes from two official AWS pages (AWS Taiwan FAQs, AWS Tax Help: Taiwan, 2026).

Already in effect: on January 1, 2026, AWS Taiwan replaced Amazon Web Services, Inc. as the contracting party and reseller of AWS services for Pay By Invoice customers that have a Unified Business Number (UBN) on file and are identified as located in Taiwan. These accounts receive two documents: a tax-compliant e-GUI in Traditional Chinese, and a supplemental English invoice with the service breakdown. Prices stay in US dollars, you can choose in your payment preferences to pay in New Taiwan dollars or US dollars (New Taiwan dollars if you choose nothing), and 5% VAT is charged.

Not yet in effect: the FAQ says that "with this upcoming full launch" AWS Taiwan will become the contracting party for all remaining Taiwan-based customers, including business and individual customers paying by credit card or Pay By Invoice. The page gives no date. The tax help page, marked as last updated in December 2025, says non-Pay by Invoice accounts continue to purchase from Amazon Web Services, Inc. and will transition to being billed by AWS Taiwan at a future date.

Three more things to know:

  • Enter your UBN first. To receive an invoice you can use for input VAT credit, enter your eight-digit UBN in Tax Settings in the Billing console, with the company name and address in Traditional Chinese. Without a valid UBN on the account, AWS Taiwan treats the sale as a consumer (B2C) transaction. The Traditional Chinese version of the FAQ adds that the resulting general e-GUI cannot be used for input VAT credit
  • AWS Marketplace is a separate invoice. Products bought through AWS Marketplace are still invoiced by Amazon Web Services, Inc., so you may make two payments in the same billing period
  • American Express is not supported. The FAQ states that AWS Taiwan does not currently support American Express credit cards, and accounts paying by American Express are excluded from the move to AWS Taiwan

To see which entity currently sells to your account, look at the Seller column on the Tax settings page of the Billing console (AWS Billing documentation, 2026).

We could not find a full public description of how to apply for Pay by Invoice or what the approval criteria are. Ask AWS directly.

On the reseller side, it depends on who issues the invoice. A reseller with a company registered in Taiwan can issue a uniform invoice. The directory also lists foreign companies, so confirm which legal entity issues the contract and the invoice before you sign.

When Is an AWS Reseller Worth It?

This section is our view. Whether a reseller is worth it depends on whether your company has any of the situations below, not on how much you spend.

Your situationRecommendationWhy
You only need a uniform invoiceCheck your own account firstAccounts with a UBN that pay by invoice are already invoiced by AWS Taiwan. Other accounts wait for the full launch. If you cannot wait, use a reseller that invoices in Taiwan
Procurement requires monthly terms, or you need to negotiate payment daysUse a resellerPayment terms can be written into your contract with the reseller. The criteria for Pay by Invoice with AWS are not spelled out in public documentation
Your corporate card limit cannot cover the cloud billAsk AWS first whether you can switch to Pay by Invoice. If not, use a resellerWith a reseller, you pay it under contract instead
You have no dedicated cloud engineerUse a reseller that provides technical servicesThere is someone to ask when the bill looks wrong or a service misbehaves. Confirm the support model first. See item 4 below
You use AWS, GCP and AI APIs togetherUse a reseller that handles all of themFewer payment contacts and fewer bills to manage
Personal project, small usage, card payment is fineBuy direct from AWSAn extra intermediary brings no clear benefit
You already have an AWS account manager and contractAsk your existing contact firstYour current terms may beat switching channels

The last two rows are there on purpose. Not everyone needs a reseller, and adding one for its own sake only adds a layer of communication.

Six Things to Check When Evaluating an AWS Reseller

1. Can You Verify Its Partner Status?

AWS has a public partner directory, the AWS Partner Solutions Finder. You can search by company name, or filter by Location and Partner Programs.

The most reliable way to check a company is to find it by name, open its own page, and read the "Partner Programs" block. We found three labels related to resale:

  • AWS Solution Provider Program: the program under which partners resell AWS services. This label appears only on the partner's own page. The filter panel on the left has no such option, so browsing by filter alone will miss it
  • AWS Distributor: a distributor
  • Authorized Commercial Reseller: this one is in the filter panel, but we could not find a definition of it on AWS's public pages

Services partners have three tiers: Select, Advanced and Premier, with Premier the highest. The requirements are public. Premier, for example, requires 25 technical certified individuals and 50 launched opportunities (AWS Services Partner Tiers, 2026).

For the distributor route, the official page describes this process: a company that wants to resell first joins the AWS Partner Network and enrolls in the Services Path, then connects with an AWS Distributor in its country, which works with it to complete the AWS Distribution Seller Agreement. After that it can offload billing and operations management to the distributor (AWS Distribution Program for Resellers, 2026). In other words, a company reselling through a distributor under this process is itself an AWS Partner.

Not every partner appears in the directory either. The benefits table for services partners lists a directory listing as a benefit from the Select tier up (AWS Services Partner Tiers, 2026). So if a name search finds nothing, the company may not have reached Select yet, it may be listed under a different name, or it may not be an AWS Partner at all and instead buys from another reseller and passes the service on to you. We could not find that last arrangement described on AWS's public pages. When a search comes up empty, ask three things directly:

  1. Have you signed a resale agreement with AWS or an AWS Distributor yourselves? If not, which company do you supply through, and is that company in the directory?
  2. Which company's organization and management account will my AWS accounts sit under?
  3. Which company issues the contract and the invoice?

2. How Are Price and Discount Calculated?

Resellers set their own prices and publish no price list, so there is no going rate to refer to. When you compare, ask each one to put these in the quote: which services the discount applies to, any minimum spend or contract term, how the exchange rate is set, and any separate service fee.

AWS has one more item that is easy to overlook: Reserved Instances and Savings Plans. The documentation states that an organization's management account can control whether these two discounts are shared across accounts, and can turn sharing on or off for individual accounts (AWS Billing documentation, 2026). When your account sits under a reseller's organization, the reseller holds that switch. Ask plainly: will the discounts I buy be shared with others, and can I benefit from theirs?

Comparing discount percentages alone is misleading. The same percentage applied to a different scope can produce a very different bill. If you want to get your own usage in order before negotiating, see the AWS Cost Optimization Complete Guide.

3. Invoicing and Payment Terms

Confirm which legal entity issues the invoice, when it is issued, the payment days, and whether pricing is in US dollars or New Taiwan dollars. If it is in New Taiwan dollars, the date and source of the exchange rate should be written down.

Ask separately about AWS Marketplace charges. For accounts sold to by AWS Taiwan, Marketplace and regular services are invoiced separately. How a reseller handles this is something to ask it.

4. How Far Does Technical Support Go?

AWS's resale program has two support models, and they differ a lot:

ModelWho you contact for technical issuesWhat the reseller is responsible for
Resold SupportAWS Support, directlyNon-technical questions such as billing and account management
Partner-Led SupportThe reseller, which engages AWS when neededFirst-line technical support

AWS describes Resold Support as letting you keep a direct technical relationship with AWS Support, and says partners must ensure you can contact AWS Support through the AWS Support Center (AWS Resold Support, 2026). Under Partner-Led Support the partner provides the support and accesses AWS resources on the customer's behalf when required (AWS Partner-Led Support, 2026).

"We provide technical support" means something different at every company. Besides asking which model applies, ask about support hours, response times and what is excluded.

5. Ownership of Accounts and Discounts

This is the item most often skipped and the most troublesome afterwards.

A 2021 article on an official AWS blog describes two account models for resale. In one, services are resold through the reseller's accounts, and the email domain of the management account and all member accounts belongs to the reseller. In the other, the management account belongs to the reseller while member accounts use the end customer's own email domain, and services are resold through accounts owned by the end customer (AWS blog, 2021). The article is a few years old. AWS's current partner documentation lists the account model options as Solution Provider Terms Model and End Customer Account Model, but that page does not explain them (AWS Partner Central documentation, 2026). The same documentation also says that, used with billing transfer, customers can retain root access to their own management account (AWS Partner Central documentation, 2026). There is more than one setup, so whose account it is must be asked before signing.

Before signing, confirm:

  • Your AWS accounts use your company's email address and you hold the root user
  • You can see your own cost and usage data
  • When the contract ends, your accounts can leave the reseller's organization, with the process and timeline written into the contract

The third point can be checked against the documentation. For a member account to leave an organization and become standalone, it must first choose a support plan, provide and verify contact information, and provide a current payment method. The organization's administrator can also apply a policy that removes a member account's permission to leave (AWS Organizations documentation, 2026). Whether you can walk out on your own depends on how the other side has set things up.

There is one more risk to consider. Member account charges are paid to AWS by the management account, so if something goes wrong with the reseller's account, the accounts under it could be affected too. This is our inference from the mechanism. The documentation does not say it in those words. It is worth having the contract state what happens in that case.

6. Can It Handle Your Other Clouds and AI APIs?

If you also use GCP or AI APIs, a reseller that handles them together means fewer contacts to manage. For how the two big platforms differ, see the AWS vs GCP Complete Comparison. For GCP, see How to Choose a GCP Reseller, and for AI API procurement, How to Choose an AI API Reseller.

Which AWS Resellers Are in Taiwan? What the Official Directory Shows

We compiled the table below from the official AWS partner directory on October 14, 2026. The criteria: Location is Taiwan, and the services tier is Premier or Advanced. That day a Taiwan search returned 88 entries, and 29 met these criteria. The third column shows the three resale-related labels found in the "Partner Programs" block of each partner's own page. Names, tiers and labels are as the directory showed them that day, ordered by tier and then in the order the directory returned them. We have not added any rating of our own.

Five things to keep in mind when reading this table:

  • The table lists partners, and not every one of them resells. Of the 29 entries, 21 carry the "AWS Solution Provider Program" label on their page, meaning they take part in the official resale program. Three carry none of the three labels. Whether a labeled partner takes on an account of your size is still something to ask it
  • Treat "Authorized Commercial Reseller" as a reference only. We could not find an official definition of this label. Five of the 29 entries carry only this label and not "AWS Solution Provider Program"
  • Select-tier partners and partners with no services tier are not listed. Of the 88 entries for Taiwan, 20 are Select, of which 14 carry at least one of the labels above on their page. Another 39 have no services tier, of which 1 does
  • "Location is Taiwan" does not mean a Taiwanese company. The condition means any office in Taiwan, and the table includes multinational companies with only an office here. The directory also has a "Headquarters" filter, but the headquarters label is not always accurate, and the same company can appear in the directory more than once. Confirm which legal entity issues the contract and the invoice before you sign
  • Two entries carry the "AWS Distributor" label: Ingram Micro and Metaage Corporation. The directory marks Ingram Micro's headquarters as the United States, with Taiwan as one of its offices

A tier is AWS's assessment. It says nothing about price and does not guarantee a fit. A high-tier partner is not necessarily right for a small team.

Already on AWS: What Happens If You Move to a Reseller?

You can switch partway through without rebuilding your environment, but first find out which approach the reseller uses. AWS's documentation shows two.

Approach 1: your account joins the reseller's organization. Your account becomes a member account in the reseller's organization, and the reseller's management account pays the charges.

Approach 2: billing transfer. You keep your own organization and hand over only the job of managing and paying the consolidated bill to an external account. The documentation says billing transfer allows a management account to designate an account external to its organization to manage and pay for its consolidated bill, that either management account can withdraw, and that start and end dates align with the calendar month (AWS Billing documentation, 2026). With a reseller there is one more thing to read: AWS's partner documentation describes "service periods", under which a partner can set a minimum notice period of 14, 30, 60 or 90 days, and once it is in place either party must give that notice before changing or withdrawing (AWS Partner Central documentation, 2026). Check how many days the notice period is before you accept. AWS's guidance for partners also includes steps for moving a customer's accounts into a customer-owned organization while keeping the payment relationship through billing transfer (AWS Partner Central documentation, 2026).

Confirm these before you move:

  1. You lose sight of historical Cost Explorer data. Once a standalone account joins an organization, or a member account moves to another organization, it can no longer access its earlier Cost Explorer data. Past invoices and the data on the Bills page remain available. For billing transfer, the documentation likewise says historical cost data becomes unavailable in Cost Explorer, AWS Budgets and Cost Anomaly Detection, and recommends downloading it first (AWS Cost Management documentation, AWS Organizations documentation, AWS Billing documentation, 2026)
  2. What you see may be a pro forma bill. After a billing transfer, the console shows pro forma data configured by the other party, which the documentation says might not match the final invoice. You also cannot track AWS credit balances on the Credits page
  3. How Reserved Instances and Savings Plans are handled. Once you join the other party's organization, its management account controls discount sharing. Ask how it is configured
  4. Whether your support plan changes. AWS's partner documentation lists three options: keep the existing plan, switch to Resold Support, or, where eligible, switch to Partner-Led Support (AWS Partner Central documentation, 2026)
  5. If your accounts change organization, organization-level settings must be rebuilt. AWS's migration steps for partners say that when member accounts move to another organization, service control policies, resource sharing configurations and delegated administrator settings need to be rebuilt in the new one. This does not apply if your accounts stay in your own organization and only billing is transferred (AWS Partner Central documentation, 2026)

FAQ

Is buying AWS through a reseller more expensive?

Not necessarily. Resellers publish no price list, and each sets its own discounts and service fees. The only reliable approach is to get quotes from two or three based on your real usage, and confirm which services the discount covers, any minimum spend, and how the exchange rate is set.

Can I get a Taiwan uniform invoice when buying direct from AWS?

Since 2026, some accounts can. According to AWS, since January 1, 2026, Taiwan accounts with a Unified Business Number that pay by invoice are sold to by AWS Taiwan, which issues e-GUIs. For other Taiwan accounts, such as those paying by credit card, AWS says they will move at the full launch and gives no date. Products bought through AWS Marketplace are still invoiced by Amazon Web Services, Inc.

I'm already using AWS. Can I switch to a reseller partway through?

Yes, without rebuilding your environment. AWS's documentation shows two approaches: your account joins the reseller's organization, or you keep your own organization and use billing transfer to hand payment to the reseller. Both affect the historical cost data you can see, so download it before you move.

Will switching resellers affect my accounts and data?

The resources and data in your accounts stay where they are. What changes is the billing relationship. Cost data and organization-level settings are affected: once an account moves to another organization you can no longer see its earlier Cost Explorer data, and organization-level settings such as service control policies must be rebuilt in the new organization. Your support plan and the sharing of Reserved Instance and Savings Plans discounts may also change, so check each one.

How do I confirm a company really is an AWS reseller?

Go to the official directory, the AWS Partner Solutions Finder, type in the company name, open its page, and look at its tier and the "Partner Programs" block. A company with the "AWS Solution Provider Program" or "AWS Distributor" label takes part in an official resale program. A company you cannot find may be a partner below the tier that gets a listing, or it may buy from another reseller and resell. In that case ask whether it has signed a resale agreement with AWS or a distributor, which company is upstream, whose organization your accounts sit under, and who issues the contract and invoice.

Can a small account use a reseller?

You can ask, but it may not be worth it. The directory does not say which partners take small accounts, so you have to ask directly. If your usage is small, card payment works, and your company has no special requirements for payment method or tax documents, buying direct from AWS is usually simpler.

Conclusion: Check Status and Ownership First, Then Compare Prices

When choosing an AWS reseller, the order matters more than the criteria.

Check status first, so you know the company is working within AWS's resale programs or can name who is upstream. Then settle ownership, so your accounts, discounts and cost data can leave with you at any time. Compare prices last, and compare the whole quote, not just the discount.

Once those three are done, what's left is service and fit. For AWS data center and community resources in Taiwan, see the AWS Taiwan Resources Complete Guide.
