Claude Invoices in Taiwan: What Individuals and Companies Get
"Claude Issues Invoices Now" Is True, but Only Useful to Half of You
Word has been going around that Claude and Claude Code can now issue invoices in Taiwan.
We neither took it at face value nor dismissed it. We went to the primary sources: two Ministry of Finance lists of foreign e-commerce vendors, the Business Tax Act, and Anthropic's own help center.
The claim holds up. Anthropic has not only completed Taiwan's foreign e-commerce tax registration, it is also on the Ministry of Finance list of vendors that have issued cloud invoices. That differs from what many guides say, namely that Anthropic is unregistered and only sends US-style receipts.
But "issues cloud invoices" is not the same as "your company gets a GUI it can book". Individuals and companies fall under two different sets of rules.

TL;DR
Anthropic, PBC (Unified Business Number 00718605) appears on both the foreign e-commerce tax registration list and the list of foreign vendors that have issued cloud invoices. Individual subscribers can look up their invoices after linking their email carrier. Companies self-assess business tax on imported services and still receive a PDF invoice.
Anthropic Is on Both Ministry of Finance Lists
Answer-First: Yes, on two of them. We read both lists in full on 2026-10-07: one shows the tax registration exists, the other shows cloud invoices are being issued.
List One: Foreign E-Commerce Tax Registration
The eTax Portal list held 341 entries, 232 of them active. Here is Anthropic's row, with OpenAI's for comparison:

List Two: Foreign Vendors That Have Issued Cloud Invoices
The E-Invoice Platform publishes a separate list of foreign e-commerce vendors that have issued cloud invoices. It is sorted by company name and updated every Monday, Wednesday and Friday. When we checked, it held 188 vendors and was last updated on 2026-10-06 at 19:00.
Anthropic, PBC (00718605) is on it. So is OpenAI OpCo, LLC (00649426).

What the Lists Do Not Tell You
Two caveats, so nobody reads too much into this:
- "Service start date" is a field on the list, not the date registration was completed. Neither list says when Anthropic began issuing invoices, so we cannot confirm from official data that this is a recent change
- The list says the vendor has issued cloud invoices. It does not say which products or which transactions are covered
Individual Subscribers: The Invoice Sits on Your Email
Answer-First: Cloud invoices from foreign vendors are not printed, and they may not show up under the mobile barcode you normally use. They are attached to the email you paid with, and you have to link that email in the Ministry of Finance system to see them.
Two provisions are behind this:
- Article 6, Item 4 of the Business Tax Act defines a foreign entity with no fixed place of business in Taiwan that sells electronic services online to individuals in Taiwan as a business entity (text, in Chinese)
- Article 7-1 of the Regulations Governing the Use of Uniform Invoices requires such entities to issue cloud invoices to buyers (text, in Chinese)
Check in Two Minutes Whether Claude Issued You an Invoice
In January 2026 the Ministry of Finance explained that cloud invoices from cross-border vendors are stored under a "cross-border e-commerce email carrier", and stay invisible until you link it (TechNews report, in Chinese). The steps:
- Open the Ministry of Finance Uniform Invoice lottery app or the E-Invoice Platform and go to carrier linking
- Choose "cross-border e-commerce email carrier" as the carrier type
- Enter the email you subscribed to Claude with and receive a one-time password
- Enter the password to finish linking
Then look through your invoice list for entries where the seller is Anthropic. Cloud invoices are also entered in the receipt lottery, and once linked the system checks them for you automatically.
Three Things We Could Not Find
We would rather state this plainly:
- When issuing started: neither list publishes it
- Whether 5% business tax is added: Anthropic's help center only says tax is calculated from your billing address and that you may add a tax or VAT ID. There is no Taiwan-specific guidance (Pro or Max invoices, tax or VAT ID)
- Whether it still issues after you enter a tax ID: OpenAI publishes its rule on this. Anthropic does not

Companies: Why You Still Do Not Get a Triplicate GUI
Answer-First: Because the foreign e-commerce regime governs sales to individuals. When a company buys services from a foreign vendor, business tax is the buyer's matter, and the seller does not issue a GUI in your company's name.
Article 36, Paragraph 1 of the Business Tax Act provides that when a foreign entity with no fixed place of business in Taiwan sells services, the buyer computes and pays the business tax within fifteen days of the start of the period following payment. A buyer that computes tax under the general method and uses the services solely for taxable business is exempt from paying it.
In plain terms:
- If you enter your company's tax ID in Anthropic's billing settings, the number is printed on the invoice, but it is still an English PDF invoice
- A cloud invoice is a document issued to an individual buyer. It does not carry your company's name
- For most general-method businesses, buying direct from abroad and buying through a reseller carry the same business tax burden. The difference lies in document format, internal control and audit. We worked through the numbers in How to Get Invoices for AI APIs
One documented limit to keep in mind: changes to billing details apply only to future billing cycles, and a completed invoice cannot be updated to add a tax ID afterwards. Enter it early.
Whose Invoice Does Claude Code Follow
Answer-First: Claude Code has no bill of its own. The invoice follows whichever account you sign in with.
According to the Claude Code documentation, these are the sign-in options, each with a different billing party:

So "can Claude Code issue an invoice" really means "can the billing account behind it issue one".
Three Situations and What to Do in Each
Answer-First: Work out which kind of buyer you are, then decide whether to change how you buy.
- Individual, no expense claim: link your email carrier as described above, and each invoice will be checked against the lottery automatically
- Company whose accountant accepts foreign invoices: enter your tax ID in billing settings, keep the invoices and card statements, and handle business tax under Article 36
- Company, school or agency that must have a GUI with name and tax ID: buying direct will not get you one. Go through a Taiwan reseller or local cloud distributor so a Taiwan company issues the invoice

FAQ
Can Claude issue a Government Uniform Invoice in Taiwan?
It depends on the buyer. Anthropic, PBC is on the Ministry of Finance list of foreign vendors that have issued cloud invoices, and those are issued to individual buyers. Companies receive Anthropic's PDF invoice, not a GUI in the company's name.
Can Claude Code issue an invoice?
Claude Code has no separate bill and is billed through the account you sign in with. Sign in with a Pro or Max subscription and you get the subscription's documents; sign in with Console and you get the API usage invoice; on a cloud platform it depends on that platform.
If I enter a tax ID in Claude billing, will I receive a GUI?
Not one in your company's name. The tax ID is printed on Anthropic's invoice, which remains a foreign invoice. The change also applies only to future billing cycles, so completed invoices cannot be amended.
How do I confirm whether Anthropic issued me a cloud invoice?
In the Ministry of Finance Uniform Invoice lottery app or on the E-Invoice Platform, link the email you subscribed with as a "cross-border e-commerce email carrier", then look for entries in your invoice list where the seller is Anthropic.
Does a company pay extra business tax when booking a foreign invoice?
Usually not. A general-method business that uses the purchased services solely for taxable business is exempt under the proviso of Article 36, Paragraph 1 of the Business Tax Act. Confirm the treatment with your accountant.
Conclusion: Invoices Are Issued, but Whether You Can Book One Depends on Who You Are
Anthropic is on both the tax registration list and the list of vendors that have issued cloud invoices. That much is verifiable. For a company, though, what blocks expense reporting was never whether the vendor issues invoices. It is whether the document carries your company name and tax ID.
Individuals can spend two minutes linking a carrier and see their invoices. Companies should ask their accountant whether a foreign invoice is acceptable, and if it is not, buy through a channel that issues a GUI.
